Harper On Employment Insurance

Harpernomics Says

“In order to ensure the security of self-employed workers, a Conservative government, if re-elected, will provide self-employed individuals employment insurance benefits for maternity and parental leave. This participation will be voluntary.”
Stephen Harper, Speech in Ottawa, September 15, 2008

The Reality Is...

The gimmick does nothing to equalize access to EI benefits for women or to improve regular benefits for women, while at the same time raising premiums for employees.
“The promise is too narrow focused and fraught with the danger of creating new discrimination and of opening the door to abuse … We support inclusion of self-employed workers for maternity and parental leave on the Quebec model, but Harper's plan is very different."
Barbara Byers, Executive Vice-President, Canadian Labour Congress, News Release, September 15, 2008
“The EI change will raise premiums (i.e. taxes) for employees, who don’t have the choice of volunteering for coverage.”
Editorial, Halifax Chronicle Herald, September 17, 2008
“But here's why it may be bad policy: The Conservatives say the plan will be worth $147 million a year, but will be revenue neutral -- that is, the premiums paid into the program will cover the benefits being drawn out by mommy and daddy. But it's hard to figure how that will happen.”
Joanne Chianello, Ottawa Citizen, September 17, 2008
